What is Power BI Copilot
Power BI Copilot is Microsoft’s generative-AI layer for creating and summarising reports, asking questions about governed semantic models, generating DAX and working with data in Power BI and Microsoft Fabric.
Power BI licensing
As of July 30, 2026, a Power BI Free account costs US$0 and supports personal report creation. Power BI Pro costs US$14 per user per month paid yearly and adds publishing, sharing and collaboration. Premium Per User costs US$24 per user per month paid yearly and includes Pro plus larger model sizes, advanced AI, dataflows and datamarts, more frequent refreshes and higher storage allowances.
Power BI Embedded and Microsoft Fabric capacity are usage-based rather than fixed per-user offers. Fabric capacity can be bought as a variable annual reservation or pay as you go, with the reservation advertised as saving 40.5 percent against pay-as-you-go rates.
How Copilot is billed
Copilot is not a separate per-user add-on. Microsoft requires access to paid Fabric capacity of at least F2 or Power BI Premium capacity of at least P1; a Pro or Premium Per User licence alone is not sufficient. Copilot consumes Fabric capacity units according to input and output tokens, and administrators can designate a Fabric Copilot capacity to centralise that usage and billing.
